ビル 
ビ-bi and ル-ru
Biru is a loanword meaning building and hence it is written in Katakana. Japanese does not have sound for la and hence all words which have a "la/l" sound in it are replaced by r.
Some examples of loanwords from English - elevator is erebeetaa, esculator is eskareetaa, Salad is sarada.
